LA County Sheriff Asked to Explain Hiring Practices

Sheriff Lee Baca was ordered Tuesday to report back to Los Angeles County supervisors on who was responsible for hiring county officers who had committed serious misconduct on or off duty, according to a Times investigation published this last weekend.

Reading the article, it sounds pretty simple to me. They were looking to save money (lower salaries) by hiring officers who couldn't get hired anywhere else... Someone bent the rules. Apparently it's hard to offer low salaries and get well qualified people, just like in any other occupation:
The 2010 hires were prompted by a consolidation aimed at saving money.
Of the 280 who were hired, the Times found that background investigators knew that 188 had been rejected by other law enforcement agencies, 92 had been disciplined by other agencies for significant misconduct on duty, and 29 had been fired or pressured to resign from a previous law enforcement job.

They need to do some qualifying on there numbers because the bads add up to over 300. Sounds like someone trying to sensationalize their article.

Some might fit multiple categories - fired by one agency, then rejected by another.

That's what I thought, but it's not clear, (trying to think of a better way to say this) not intelligently written.

Since all of these people are elected officials [Sheriff and County Supervisors], there might be some politics involved.
