NYPD report on Kenya terrorism differs from US conclusion

So here's a question, why did the NEW YORK Police Department even produce a separate report on a terrorist attack in Nairobi, Kenya? I read NYPD had run some counter-terrorism training simulations based on that incident, and that seems a logical training scenario for that department. But why the separate conflicting report? I realize NYPD is huge and has a unique role, but it is still a LOCAL MUNICIPAL PD, not an alternate Federal government alphabet soup counter-terror analysis agency. If I was a NY taxpayer (NEVER) I'd be questioning why my tax dollars are paying for such things the same as I would question why Bloomberg's NYPD goon squad was investigating gun shows in Arizona.
But then again I'm not a lemming like much of the NYC population.
Texas gets a lot of flak for the whole cessation thing. But I don't see HPD, DPD, or even DPS wasting time investigating specific terrorist attacks in other countries. It's like NYPD thinks it's a separate, autonomous worldwide law enforcement agency representing a sovereign Yankee nation.
Maybe instead of encouraging Texas to leave we should be encouraging NYC to leave the US (and take Chicago, Newark, Detrout, San Fran, and SoCal with you.
