SB 299 - Error on DPS Website

Someone asked me about recent changes to the CHL laws last year, so I went to the DPS wesite and looked up changes here:

But I noticed that for SB 299, they have the following posted:
Senate Bill 299
Effective: Sept. 1, 2013
Relating to the intentional display of a handgun by a person licensed to carry a concealed handgun.
This bill amends the Texas Penal Code by changing the language from “fail to conceal” to “unintentional display.”
The "unintentional" part didn't sound right to me, so after checking the bill text...

"and intentionally displays the handgun in plain view of another person in a public place."
DPS also does not mention the addition of "force or" for a defense for displaying a handgun (pretty big deal).
Think I should inform them of both of these issues?
And it's disappointing to see that they haven't updated the CHL laws yet with the changes from last years session.
