My permanent address is not changing (I am a college student), but my mailing address will be changing in about 30 days. Will they send me a new CHL since my mailing address will be outdated? Also, what is the best way to send them notification? Before I look it up, I thought I would ask you knowledgeable folks on this address changing process.

The intent of DPS is that they want to know where you "reside" so they can come knock on your door if they need to. This is what my Texas instructor told me. Makes sense. What good does a PO Box do them? :-)

I THINK you only get a new card if you modify your license. Address Change is not a modification.

Well in their case its more in line with a permanent home of record address...Since they are a student, then this is similar situation as a member of the military...I always had a permanent home of record for any official purposes they needed to have one...

I don't believe the DPS needs your physical address so they can pay you any kind of visit...They need it for official correspondence, and verifiable residency purposes...Nothing nefarious beyond that...

But obviously you are required to inform DPS (if you want your current licence to remain valid) without penalties (suspensions or eventual revocation) for non-compliance to the law...You have a 30 day window to get this done when you move...You obviously have to renew your DL in the same timeline, so its good to remember to do the same with your CHL...

I would also add that I do not believe that during that time you are waiting for the "new" address CHL to get to you, that your old one becomes invalid if you haven't received the new "plastic" within that time frame...As long as you've gotten your new information into them (within that 30 days you are required to do so) you should be good...

I hope a few of the instructors chime in here to clarify if I am mistaken to what I have heard and understand how this works...But I doubt I am wrong...I am only annoying...

If you maintain a permanent residence address with your parents, then you DO NOT need to change your address on your CHL or DL.

However, if you ever DO need to do that, go online to http://www.texasonline.com , and you can change both of them right there. And, yes, the DPS will send you a new DL and CHL. You just need to destroy the old ones. They don't want them back.

Ironically, my mailing address on my CHL is my student address and the one on my drivers license is my permanent. I undoubtly will notify just to stay safe, and if they send me a new one then awesome. I wish I could change the picture though, it was an early thing and it wasn't exactly the most flattering of photographs.
