I know the Corps land is "off limits" to CHL holders while carrying. However, If I am going
http://www.laketexoma.com/marina--littl ... resort/127" onclick="window.open(this.href);return false; there and my brother in law owns a boat docked monthly at a slip. Am I ok? in the marina? on the boat? out in open water?

Most of Texoma marinas are simply a land lease from the Corps and I would consider off limits as it's government property. There is an argument in Texas about the MPA applicability too and if it extend to your boat on to Corps property. There are a couple threads on here about the topic.

So can it even be kept in the car at that point? I live an hour away and going Saturday morning. I was told (can't find anything online) the corps no longer owns the land or the lease was up or something.

IANAL and don't want to tell you what to do or not to do. I know that a folks treat it like a post office parking lot; some do and some don't.
I do remember reading about the the USACE selling off some of the property about 10 or so years ago. All of that was to OK and not on the Texas side IIRC. I think it was under the Water Resources Act or something along those lines. I have a friend who developed some property on the OK side when it was done.
I'd call USACE and see what they have to say.

Okay, I googled and found a little bit:
http://en.wikipedia.org/wiki/Lake_Texoma" onclick="window.open(this.href);return false; -- Look at the bottom of the page
http://en.wikipedia.org/wiki/Water_Reso ... ct_of_1999" onclick="window.open(this.href);return false;
It looks like USACE still owns most of the land and the all of the lake.

Remember Texas and federal law are enforced separately. While the MPA allows one to carry in a car without a CHL, and with a CHL car carry is legal, on COE lands one could be charged under federal law even though prosecution under state law is not a concern.

How is it that I can carry in Grand Canyon National Park but not on COE land? I know, rhetorical.

National Park carry is allowed because of the bill that was passed allowing it. COE was not part of that bill. I think there is discussion that has been ongoing in possibly adding it in future legislation, but as of now COE land is off limits for possession of a firearm except where specifically allowed by COE rules.

This is pretty disheartening because I know of no land to catch and keep anymore that is nor COE land. Close to me.
