Passport photo holder

What does it mean when it says "passport photo holder - received "?

Then, I have no idea! As part of my packet I had to sent in a copy of my passport. The "passport photo holder" was a form we used to have to send in with applications. Until last summer, everyone had to submit two "passport" photos with their application.
