They say that everyone's got at least one doppelganger, but for two doppelgangers to appear in American TV news stories cuts the odds somewhat.
Not definitive, but definitely weird.

Why wierd? You mean, just because it turns out James Foley's sister was Adam Lanza's classmate, going incognito under a different name? I'm sure that kind of thing happens all the time....a sister of a brutally murdered brother known world wide goes to school with a mass murderer under a different name. Or alternatively, these two women associated with shocking world events just happen to look like twins. Pure coincidence.....nothing to see here...move along now.

A few years back, people started mentioning to me that they had seen me in places I hadn't been. One of the most memorable events was one Sunday morning when a guy I'd been setting next to in choir for years mentioned that he'd seen someplace I knew I hadn't been. I don't recall where he said it was, but it wasn't a bad place. I just knew I hadn't been there. The argument almost turned heated as he insisted he'd seen me with his own eyes, even getting his wife (also in the choir) to confirm the sighting. I had actually been at another event and my wife and several other choir members were able to confirm that.
It turns out that the guy people were confusing me for worked at my company. He was a photographer for the Gazette. But he was a good 15 years younger than me, and neither of us ever thought we particularly looked alike. People at work never confused us. But then one day we took a group picture for the company. He and I were both in it. Nobody, including he and I, could be sure who was who. We'd worn similar shirts that day, and neither of us remembered exactly who we'd been standing next to when the photo was taken. If you caught us just right, the right angle, the right light, the right something, I'm not sure exactly what, we did look just alike.
One of the more amusing aspects of this came when my wife told her supervisor about it. The supervisor was a lady and she and my wife were friends. When my wife told her the tale, she suddenly looked relieved and said, "Oh thank God." Sharon was surprised, so Marla explained that she'd been at a high school football game her son was playing in and noticed who she though was me taking photos. But then the photographer started hitting on the cheerleaders. Marla was appalled that I would act that way and torn on whether or not to tell Sharon what she'd seen.
They do look alike, but a quick image search on Google for those names gave me multiple hits on each one in surroundings with other people. There is a reason for the word "coincidence" is in the English language.

I did a quick search but I didn't find any photos but the one in the OP of Katie Foley. Alex Israel produces a lot of hits. What I did find looking for Katie was a video comparing face and voices, and they sound quite alike too. I not really interested enough to do a more extensive search and don't really care one way or the other. There are enough lies and manipulations going on to tell me something is amiss in this country whether or not there are such things as crisis actors.

Call me crazy but those are two different women (girls) in those photos. Although the shape of the eyes and thin-lipped grin is nearly a spot on hit, the 1st girl has a more oval-shaped face with the second gal having a down taper from the temples to the cheeks. First girl has a different bulged throat structure, second girl has a longer pointer chin. First girl has dimples on her chin. The first girls cheek meets much higher on the Alar Sidewall (almost the midpoint on the nose) where as the second gals cheek meets almost level to the bottom of her nostril. Can't quite see it but I believe the the 1st girls hairline is quite different. Second gal's shoulder has a drop form the collarbone and is narrower at the shoulders - but that could be in the sweater of the 1st girl.
If we could just see their ears... Or how's about a DNA sample

A lot of what you're ascribing to physical differences are due to different lighting, camera lenses, perspective, camera position, and makeup. In my view it is impossible to tell whether or not they are the same woman by looking at these two photos. I've been an amateur and semi-professional photographer for almost 40 years and I have thousands of photos of family members. I assure you that I could show you two photos of my wife taken in the same year and you wouldn't believe it was the same woman. In fact, I could probably show you two different photos of my wife taken on the same day and you would think they were photos of different women.

Then there's the guy who appeared on TV during 911 attacks, the LAX shooting, and various other places. All you gotta do is youtube it.
I'm not into conspiracy bull, but some of this stuff is pretty clear cut.

I imagine these "TV people" get paid to be on these broadcasts. Might have been a lucrative career if it were not for the "pesky" internet being forever.
The media does not vet much of anything theses days. If one has a breaking headline and someone shows up saying "I know something" I'm sure they get the fast lane to the newscaster and a check.
She may just be a "Sybil psycho" trying to recreate her 15 minutes of fame in the guise of an "I am connected scheme".
Looks like the same woman to me but I am no expert on women...
