Looks like Nevada reciprocity may be coming...NOT!!!

With the Nevada Legislature's final passage and sending to the Governor of SB237 seen here:

It looks as though we may soon have reciprocity with Nevada. This will be a real benefit to those who go to Las Vegas or to Frontsite or just want to go there.
It is widely expected that Texas will be one of the early states granted reciprocity because of the stringent requirement of our CHL program.
One step closer to free passage to the Pacific coast which has so far eluded Texas CHL'ers.
THIS DID NOT GO AS EXPECTED
The new reciprocity states only include the following eight states...NOT TEXAS
1. Alaska
2. Arkansas
3. Kansas
4. Louisiana
5. Missouri
6. Nebraska
7. Tennessee
8. Utah

It looks like residents still have to register autoloaders but not revolvers anymore.

I was under the impression that Nevada CHLs had to list the pistol, or all the pistols, by serial number that you plan to carry, and that this was one of the stumbling blocks to reciprocity. Am I wrong on this? Are CHLs in Nevada issed on a county by county or city by city basic and do only certain county or cities require the pistols serail number to be listed?

You are correct. That
was the the big issue. The new legislation takes care of this.
As I understand it: Residents will not have to register wheelguns for CC although they are still required to have their SemiAutos assigned to their CHL Out of staters will not have this requirement.

I've got to understand; why Utah and not Texas? This doesn't make a lot of sense to me; the Texas requirements are just as stringent, if not more so than Utah's?

This is very puzzling, but perhaps the AG here will start working on a state to state direct reciprocity now. Personally I don't indent to spend a dime in Nevada until I can carry legally. There are other schools around and casinos right across the Sabine River. Their loss.
According to the link there are 3 requirements, A, B, & C. "A" is about being as strigent as NV is in issuing permits which I believe we are. "B" is about Texas having an electronic database of CHL holders that can be accessed by NV LEOs 24-7. "C" is approval by the Nevada Chiefs and Sheriffs Association.
I wonder which one we are short on. I know DPS here has that database up and runnin because your CHL pops up when they run your plates or license. Perhaps it is just a temporary IT hangup that keeps us off the approved list. If it is approval by the Cheifs and Sheriffs Association, then perhaps a writing campaign would help. Although I can't seem to find a web page for that organization to get an address to write to.

BTW, I heard that CA, NY, DC & NJ cluster reciprocity is still in the works : ) Is it April yet?

21 (c) Demonstrates competence with revolvers, each specific
22 semiautomatic firearm to which the application pertains, or
23 revolvers and each such semiautomatic firearm, as applicable, by
24 presenting a certificate or other documentation to the sheriff which
25 shows that he:
26 (1) Successfully completed a course in firearm safety
27 approved by a sheriff in this State; or
28 (2) Successfully completed a course in firearm safety offered
29 by a federal, state or local law enforcement agency, community
30 college, university or national organization that certifies instructors
31 in firearm safety.
32 Such a course must include instruction in the use of revolvers,
33 each semiautomatic firearm to which the application pertains , or
34 revolvers and each such semiautomatic firearm and in the laws of
35 this State relating to the use of a firearm. A sheriff may not approve
36 a course in firearm safety pursuant to subparagraph (1) unless he
37 determines that the course meets any standards that are established
38 by the Nevada Sheriffs’ and Chiefs’ Association or, if the Nevada
39 Sheriffs’ and Chiefs’ Association ceases to exist, its legal successor.
We don' have firearm specific safety instruction. Very little overall safety instruction. and Of course, we don't have registration of our semi-s or anything else.

Gov. Perry has been very proactive in establishing reciprocity agreements wherever possible. I'm sure he has people working to resolve any issues so as to establish reciprocity with NV provided there are no insurmountable legal roadblocks.
In the meantime, there is always the UT route.
