Alternate IDs

Sorry if this has been asked and answered before, but I did not find an answer by searching. I have a potential CHL student who is a Texas resident, but does not have a driver's license. There are many other options:

but my question is about completing her CHL-100, and the CHL-8. She could end up using something like a car title and insurance policy as ID. How would RSD expect that to be notated on the paperwork? Or would it require a manual submission?

They either have to have a Driver License or State Issued ID to get a CHL.

Edit to add: Because per the law they will have to present their CHL along with their DL or ID when asked by a LEO if carrying.

just to clarify, it does NOT have to be a Texas DL or ID. It can be from any state.

:iagree: Was just going on the original post of 'they are a Texas resident', so to be a valid ID would have to be from Texas if they are a legal resident.
