Hidden or blocked 06/07 signs - legality

Curious as to the legality of 06/07 signs if they are hidden or block from normal view.
I've noticed that as more and more places are putting up signs and limited space from their advertisements, places are putting them on lower windows and then the lettering does not stand out (letting on back side but the windows are tinted dark like at movie theaters). Then items are put in front of their signs (grocery carts, trash cans, etc) blocking their view - HEB. I remember from class that if you enter a place but the 06 (no 07 at the time) was after the front entrance that once it was posted and you saw, you had to turn around and leave, but what defines proper posting to the public?
I personally think that all signs should be a white sign with black lettering and reflective like speed limits signs and posted at eye level at all entrance doors. This would alert all patrons carrying or not. Plus if a store wanted to block any carrying it would be like the Scarlett letter A.
