Back in PA, all handgun transfers--including local sales between private parties--had to go through an FFL. That PA state law precluded shipping a handgun directly to another PA resident. You can ship a firearm to a resident in Texas without going through a FFL. You cannot ship handguns through USPS it must be another carrier such as UPS or FedEx.

Thank you. This is what I had concluded based on my preliminary research. It's the law that one doesn't know about that can prove problematic!
