Relating to the removal of a fee for the issuance of an original, duplicate, modified, or renewed license to carry a handgun.

SB 138 Taylor, Van
Relating to the exemption from range instruction for certain persons applying to obtain a license to carry a handgun.

SB 151 Bettencourt
Relating to voter approval of obligations for certain municipal liabilities to a public pension fund.

SB 259 Huffines
Relating to jury summons questionnaires.

SB 263 Perry
Relating to the handgun proficiency required to obtain or renew a license to carry a handgun.

SB 264 Perry
Relating to an application made by a county jailer to obtain a license to carry a handgun; reducing a fee.

SB 509 Huffman
Relating to the evaluation of investment practices and performance of certain public retirement systems.

SB 657 Zaffirini
Relating to the filing of oaths of office and signed statements by certain judicial officers and judicial appointees with the secretary of state.

SB 936 Huffman | et al.
Relating to the creation of a joint interim committee to undertake a study of the public retirement systems of this state.

SB 2190 Huffman
Relating to the public retirement systems of certain municipalities.

SJR 43 Huffman
Proposing a constitutional amendment prohibiting the use of state funds to pay for the obligations of a local public retirement system.

Public testimony will be limited to 2 minutes. If submitting written testimony, please provide 15 copies to the committee clerk with your name on each.

CSSB16, Committee substitute for SB 16 voted unanimously out of Senate State Affairs Committee. It is now headed to full Senate.Senate State Affairs committee approves CSSB 16 (cutting fees for gun licenses) from @SenRobertNichol with a 9-0 vote

SB 138 passes out of Committee to full Senate
SB 263 passes out of Committee to full Senate
SB 264 passes out of Committee to full Senate

SB16 would have removed $140 fee
CSSB16 Committee Substitute reduced Fee from $140 to just $40 to just cover DPS Administrative Costs (More likely to get approved with zero Negative Fiscal Impact to the State)

Biggest issue seems to be State gets less of our money (Fiscal Note)
Some (Dems) who say they would support it say they won't support it because of it reduces State's revenue/income by $15 million

So these dems believe that only the wealthy should have civil rights, and the poor can just go without? I wonder if they would apply this same logic to other civil rights like voting? After all, we currently have no fee for a voter registration card. Maybe we should just tie that fee to the LTC fee so they are the same.

I can't think of a reason a LTC should cost more than a DL, especially when LTC is all centralized while DPS needs many local offices to issue DL, not to mention the cost to administer the written and road tests.

Philosophically, I feel that there should be no fee for an LTC. If the background check is for the public safety, then the public should shoulder the cost as they shoulder the cost of police protection, code enforcement, garbage service, etc.

That said, the fingerprint background check costs $23.50 for each LTC, if the fee has not gone up in the last four years. That leaves only $16.50 for DPS to process the application, print and mail the license. That's why SB16 was amended to charge a $40 fee for new and renewal LTC, while leaving discounts in place for those who qualify.

Very happy that SB16 is moving onto the house. Plenty of time for this to get through that side of the capitol.
