That is a deeper philosophical question than just CO. A flippant response would be that we often have a "catch and release" response to violent criminals while other offenses seem to elicit a more stern one. Many sources already say that the US has at least one of the highest incarceration rates in the world.
This article is a few years old but I'd guess that the underlying problem hasn't changed. Gangs seem to be the prevailing force in many populous centers. The justice system does not seem to deal with gang members well anywhere.
