Probably, if you were alert and continuously watching for it; you'd have maybe half a second to spot, aim and fire before it killed you, not to mention a swarm of them. The problem then becomes who gets to determine the "bad guys" from the "good guys". The simplest countermeasure would be to stay indoors / in a vehicle.
