I contacted DPS by phone two weeks after they recieved my signed photo as they requeted because I still had not received a PIN. They told me that they still had not received my photo. When I informed them they I had a return reciept for the photo, they found it in about a minute.

Per their suggestion, I then sent an e-mail reqesting a PIN and got it on the same day. The status has not been updated. It may take a few days for it to update.

Here is my complete timeline...
Day -3 ; 6 July 2007: CHL Class
Day -2 ; 7 July 2007: Mailed Application
Day 0 ; 9 July 2007: Application Received by DPS
Day 14 ; 23 July 2007: DPS returned photo/No signature
Day 17 ; 26 July 2007: DPS received signed photo
Day 29 ; 7 Aug 2007: Sent E-mail requesting PIN, received PIN same day -- shows still need to sign photo.

I understand that when they say 60 days they mean 60 business days, however this 30 day lapse due to no signature on the back of the photo will probably extend that time somewhat.

Actually, no, it's not business days, it's calendar days.

They may want it to mean business days, but it doesn't. The law is very clear - 60 days. 60 calendar days. That doesn't mean they always abide by the law.

You are correct in that the time will not have started on 6 July - it starts when they have everything in hand. Based on the receipt that you have, that puts the actual start date at 26 July. They have 60 calendar days from then - or 24 September - to get you your card.

I would suggest that you keep checking the website, but there probably isn't a need to call them again until you hit about day 50. Then start being the squeaky wheel.
