I read a FBI statistic a few years back that showed if you simply ran when confronted by an armed assailant, you had a 74% chance of not being hit.

Paul Howe indicated that most ALL the US soldiers he saw get shot were "standing in the open". In a gunfight you need to be behind cover or moving.

in phase three, students started a step away from one of two fifty-five gallon steel drums.

A step or two from cover can be too far.

I would have liked to see "phase four" results of a test where well trained students were already behind cover. There are tricks to using cover properly.

It is also clear that when students used cover they fared even better than they did while moving. The hit rates would be far less than reported if several students didn’t break cover and retreat after running out of ammunition during the drill. Most of the hits occurred when this happened. Proper use of cover almost eliminated the chance of being hit.
