The man was named by public broadcaster RTBF as a 36-year-old petty criminal and drug dealer who was let out on day-release just on Monday.

A Belgian lawmaker said he had been on an anti-terrorist police watchlist after being radicalized in jail, apparently as a convert to Islam - raising questions about why he seems to have been freed unsupervized and expected to return.
La Libre Belgique newspaper quoted a police source as saying the gunman shouted “Allahu Akbar”
It's becoming difficult keeping up with which European country has the stupidest leadership.

Fair question...

Rather than refer to Europe, which has its own set of problems, I'll bring up the sordid case of Nidal Hassan, Islamic Extremist, former Major in the US Army and apparently general nutcase who carried out an act of terrorism on a US Military facility.

How did he "skip through the cracks"?

Under the 1stA he was let go to say what he wanted to say. That does not absolve the duty for him to be under microscope by his supervisors and MP.

Correct, although when in military service, your rights are "abridged" and you don't have the ability to say completely what you like...

But on to the management of he and others who've been observed and looked into who have gone on to commit various crimes, action was not taken due to "PC" climates which make many people wary of being accused of discrimination, racism, intolerance or a whole litany of other charges taht could be incurred by initiating an action against such a person.

Then, there is an incident, crime, etc., and the blame game starts and usually ends with TPTB moving to restrict the rights of those who've broken no law or committed no crime. In other words, not only in Europe, but here, the justice system is broken.
