I doubt corporate Whataburger's open carry stance will change. It does seem, however, the criminals have misunderstood Whatburger's prohibition of carrying openly to mean that Whataburgers are gun free zones.

If the officer was open carrying would the manager have asked him to leave since that violates their policy?

I doubt Whataburger will change their policy. The policy against open carrying to appease the differences in customer opinions. So, long has I can conceal carry, I'm not concerned. I'd rather the bad guy not know who to target first.
