There are quite a few free sites out there than will tell you if even a single letter changes on a page. Couldn't something like this easily monitor CHL status?

You wouldn't want it to.
Assuming the page can watch content where you need to authenticate, you'd have to give this page your authentication info. You'd have to give the "watch this page" your Texas DL, your birthdate, and your social security number, as well as your PIN. This is information someone could use to steal your identity or worse.
It's not a good idea to give this number out to ANYONE who doesn't have a reason to do a credit or background check on you. It'd be ripe for ID theft, or other nastiness.

Yeah, Nitrogen, I concur with you. Besides I kind of needed to obsess the old fashioned way by personally checking the DPS website 4-6 times a day!!
