HB 38 - end of 80% builds in TX

I’m not able to view or post in the 2019 legislative section yet, but this concerns me:

Making things illegal after the fact... AKA instant-felon:
Sec.A411.229.AAOFFENSE. (a) A person commits an offense if
the person:
....
(2)owns a firearm to which this subchapter applies
and fails to comply with Section 411.226; or
No carve-out for pre-existing.
It appears to be a 3d Printing law but unfortunately will apply to 80%s as well.
This bill needs to die a sudden and instant death. Serial numbers aren't used to solve murders...

The whole point of having a government in the first place is to secure our individual freedoms. That is the opinion of the folks who founded this country, and it is one that I agree with.
There should be a compelling crisis before we restrict these individual freedoms. I don't see 3D printed guns as creating anything even remotely approaching that standard.

Not only no carve out for pre existing, this creates a defacto registry in TX:
Sec. 411.225. MARKING REQUIREMENTS FOR MANUFACTURING OR
ASSEMBLING FIREARMS. A person who manufactures or assembles a
firearm to which this subchapter applies shall:
(1) before manufacturing or assembling the firearm,
apply to the department for a unique serial number or other mark of
identification;

Those of us with 80% builds can always engrave them with the required information. Nobody would have any knowledge of the firearm and we would then be able to sell them if we decide we no longer have a need for that firearm. I still hav 5 that are not built out. I only have 1 that is not 80%. I can buy whatever upper I want as long as it will work on an AR15 lower. I guess I could buy an AR10 lower or 5 before this hits if it is passed.

Read the bold portion of my post. It states that you would have to apply to the DPS for a serial number, not do one on your own
