HB 1009 - School activities and locations clarified

Defines "School" and "Post-secondary educational institution".
Makes premises and grounds off limits when school activities are taking place only if the premises and grounds are owned and under the control of the educational institution or school.

It prevents McDonald's or a city park from being interpreted as an off limits location by Anti-2A prosecutors when a bus full of public school students descend on the location as part of a "School Activity".
For it to be considered a "School activity" under this bill, the location has to be OWNED and UNDER THE CONTROL OF the school/post-secondary institution.

This is one of a rare group of bills that does not change current law. It clarifies current law to prevent its misuse. I drafted this bill for the 2015 session and it was filed last session as well.
