Geez. In 1978 in Sacramento County, all it took was a military ID, military orders assigning you to a base in California, and anything that showed you were living in Sacramento County (lease, utility bill with your name, etc). Then pay your fee, get fingerprinted, photographed and walk out the door with your license. By the time I left in 1982, things were really starting to go downhill like the waiting period to buy long guns, etc. Glad I have not been back and have no intention of going back.
