I forgot to sign ONE little box on one of the fingerprint cards and it seemed like forever to fix it. 
It can take 1-3 weeks for your app to even get entered into the system once you mail it in. The same people that input the chl data are also inputting every other kind of application and licensing info you can imagine and it's first come first serve.
