IKEA: I don't see 30.06 going away. Texas is big on rights of private property owners.

Here's mine:
I should not have to disarm in order to visit my sons' public schools and leave a weapon in an unoccupied car, where I believe it's potentially more dangerous than concealed on my person.

HB308 doesn't (and didn't) directly involve open carry at all. That's HB910/SB17.

I can agree with this. We don't lose anything, and it's better than HB308 dying in committee. It's not the big jump we wanted, but progress is good.

It's a "defense to prosecution" not a "does not apply." It might be hard to defend showing up where you know your kid will be on a field trip on the grounds that you're not an official chaperone. At least I imagine it would be here in the People's Republic of Travis County.

EDIT: I've read it. Highlights:
  • Class C unless oral warning and didn't leave, then Class A
  • Clarifies being around a field trip (but allow carry in schools unless the school allows it in written regulations or written authorization)
  • removes the hospital, amusement park, religious center, and judge/DA sections that were already defense to prosecution
  • adds resident retired federal judges
This is not the HB308 I knew and loved. I like the class reduction, but making it all go away would have been so much better.

I can't speak for the substituted text, but if it excludes CHL from 46.03 that would take care of campus carry. Look at the text of the bill as introduced and search for 46.15 to see the underlined part that would be added.

EDIT: I would think 30.06 would still be enforceable for schools & colleges that aren't held in buildings "owned or leased by a governmental entity."
