What it means is that they actually have more people processing the applications than they do doing the data entry required for you to get a pin.
This is TEXAS, not someplace up North.......
Believe me, there is no conspiracy making you wait. They would LOVE nothing more than to get it to you tomorrow!
Their system is overloaded at this time and I know personally of people who have waited a very long time for a PIN only to find that there is nothing in the system. Then the system shows that the application is being processed a few days later and even before "application approved" appears, they had their plastic in hand.
So, it is seriously slow in the data entry areas and a PIN will not help you on that anyway.
