I think this has changed. I believe that only companies with contracts are allowed to tow vehicles when there is a wreck.

The reason I believe this is that there was a wreck a couple months ago near my workplace. About fifteen minutes after the crash, the tow trucks were circling like vultures over a fresh kill. Finally the HPD officer asked which drivers had a contract with the city. He then told the others to get the heck out of there.

On the way home I saw another police car with it's rear in the right lane of traffic. Ever since this thread I have seen it almost every day.

It wasn't until I came over a slight rise in the road that I could see the police car parked with the rear half way into the right lane. It was still daylight and light traffic and I was in the center lane so it wasn't a big deal.

I would try with a phone call to your local chief of police or public relations officer.

Recently I have noticed some Harris County Constables who have pulled over cars on the Hardy Toll Road park their cruisers with their rear ends extending into the right lane of traffic.
