No, you should assume it was aimed at people who speak Spanish more fluently than English. Some of them are citizens, and others are legal immigrants who can also legally buy guns.So should I assume this was aimed at illegals?
The English requirements for the citizenship test are very minimal; roughly equivalent to being able to visit a foreign country and being able to read traffic signs, and read a menu and order dinner.
Yes, I think every American should be able to speak English, including those for whom "English" is ostensibly their mother language -- rappers and rednecks included.
I also believe every adult should be reasonably fluent in at least one foreign language, and a passing familiarity with a third. I'm not willing to deny them their rights just because they're not, though.
