I wonder now that your sister is no longer a resident of Texas is her CHL even valid? At the least, she would need to apply for a non-resident permit not a renewal of her current permit. I do, however, agree with others - get the PA permit.
If she updated her address, or if her Texas address is a permanent address while she's in school, the Texas CHL is valid.

There's no such thing as a "non resident" Texas CHL, only CHLs with non-Texas addresses.
