There is another possibility. Upon being notified by the OAG that a government entity is in violation of the law, that government entity could choose to remove their signs within the fifteen day period the law allows. No trial, no fines, we win. I do agree with the idea that once a couple of big fish land in hot water, it will encourage other entities to take a closer look at what they're doing.
