The Feds in command at USBP's Central Office in D.C. are very political creatures. They take their direction from their elected political masters (our Chief Executive & his cronies) as to how stringently the USBP Agents exercise their awesome statutory authority.

The Obama crew's dictates are remarkably more restrictive than those imposed by Jimmy Carter's bunch in the late 1970's.

Believe me: the Agents on the ground desperately wish that they could enforce the law without being fired for doing so.
