I am saying they might be interpreting it differently than we would have expected.
Sec. 411.185. LICENSE RENEWAL PROCEDURE.
(a) Requires a license holder,
to renew a license, on or before the date the license expires,

Don't see much wiggle room for interpretation in the above statement.
