The sign has no bearing. Even if it were a valid 30.06 sign they cannot post it in a city building that is not used for official city meetings. In general, city buildings cannot be restricted to CHL holders unless they fulfill specific criteria. Many cities and townships in Texas choose to overlook or ignore this and do it anyway.
The general consensus at this website when encountering such locations is to either conceal it and keep your mouth shut (which you should be doing anyway) or elect to become a test case and let them know you are carrying. You can then tell us how the ride to the jail was until you convince them that they are in the wrong.
Edit: Please don't take this as a personal attack. It is simply my take on what many of us see as the current reality of the situation.
