It's probably the red tape ... what is New York's waiting period on the permit one must apply for to buy a gun from another guy who burglarized a house and then registered that stolen gun after the mandatory waiting period? ... I don't know much about the black market economy in NYC, but I imagine it can't be that difficult to get a gun even if you don't have enough money.
