We're just more discreet.
I must brag in saying I have a pretty good track record on confirmed hits. My husband typically notices the tactical clothes. I typically notice the layered shirts, with the outside shirt often having a single button fastened toward the bottom. Men who do it for style are typically wearing firm, starched, color-coordinated, current shirts with expensive and stylish pants.
Men who do this for utility stand out for the older, breezier outer shirts with gauche patterns that don't fit their perceived personality or age bracket, the dull and worn undershirts that often don't color-coordinate with the outer shirt (I'm thinking of you Mr. Blue Hawaiian Shirt paired with the Black V-Neck T-shirt with Utility Pocket), and they frequently wear them with a pair of jorts or similar style travesties.
It stands out like a sore thumb once you pick up on the pattern.
I assume a woman could get away with more than a man with all other things being equal before she'd be suspected. Just a guess I have that carrying guns isn't strongly associated with women. Younger people of either gender are harder to pick out, though vests in summer and funny packs and the like are dead giveaways for anyone.
