Lots of good choices in revolvers. I'd look at a 3" barrel to make it a bit more range-friendly

When you say steel frame, that eliminates virtually every currently made small-frame 9mm except for some (generally lower-priced) 3" 1911s. I think all the guns mentioned are alloy framed, but I'm not certain about a couple. Most have aluminum frames and a stainless steel slide.
I am wracking my feeble brain trying to come up with a modern compact that has a steel frame.
IMO you should include aluminum frames just to broaden the selection.

I'll second the EMP suggestion. Super nice gun, very well made.
I do believe personally that a SD weapon should be double action, unless the owner is very well practiced with an SA.
With that in mind I like my Para PDA/LDA over the EMP. Same size, double-action.
