I would say you need to provide a solution that a) prevent bad guys from getting ammo and b) not impede your right.

The background check for firearms doesn't stop bad guys from getting guns. It only prevents them from buying from law abiding dealers and then only if they get denied by the system and not all bad guys have a record. Sure idiots with records have tried to pass a background check, but I'm not aware that arrests ever get made in those cases. (And by idiots, I mean the career criminals with long felony records).
Somehow I suspect the average bad guy gets his ammo the same place he gets his illegal guns - out on the street.
Canada implemented a system where you had to have a license to buy ammo and they recorded your name and license number for every purchase - I expect bad guys can still get ammo there.
No amount of regulations, hurdles, red-tape, checks, laws, surveillance or other system of 'control' is going to prevent people from getting firearms, ammunition, drugs, alcohol, etc. Nothing will change until society is able/wiling to solve the underlying social and economic problems that lead them to crime and drug/alcohol abuse. We live in a 'quick fix, instant gratification' society where few want to do the 'real' work for 'real' solutions and that includes research.

'No' check for GG's to purchase ammunition.
The BG's will get their weapons/ammunition from any source available.
Only good things will happen as the number of GG's (who have weapons/ammunition/training) outweighs the number of BG's........
