There was no change apparently made to 411.188. 411.185 would supersede 411.188.
So you see it in 411.188 the way I do. Why would 411.185 supersede 411.188? This is why I love the forum because it forces me to go back and read the statutes. I read 411.185 and skimmed over 411.188. There is an error in the way 411.188 reads. The word "renew " should have been removed.

Again, I KNOW what the law is. I am not arguing or requesting information on the renewal law. I just brought up a point that 411.188 says (in error) that shooting and class are required for renewal.
There were posts back in May on this:

Senate bill SB1296 contains amendments to fix this (among others) and was signed by the Gov. on June 19, 2015.
I don't know what the effective date is. The TLO site is not responding to me right now.
Edit: The TLO site just came back up. In the SB1296 bill pdf file it's on page 31, Section 9.004.

K5GU, spot on with the link. Thanks! That is a huge bill enacted, I assume, to correct MANY irregularities in MANY pieces of legislation. Here's the pertinent section of PC411.188(a) That removes the word 'renew':

SECTION 9.004. Section 411.185(a), Government Code, as
amended by Chapters 156 (S.B. 864) and 1387 (H.B. 48), Acts of the
83rd Legislature, Regular Session, 2013, is reenacted to read as
follows:
(a) To renew a license, a license holder must, on or before
the date the license expires, submit to the department by mail or,
in accordance with the procedure adopted under Subsection (f), on
the Internet:
(1) a renewal application on a form provided by the
department;
(2) payment of a nonrefundable renewal fee as set by
the department; and
(3) the informational form described by Subsection (c)
signed or electronically acknowledged by the applicant.
SECTION 9.005. Section 411.188(a), Government Code, as
amended by Chapters 156 (S.B. 864) and 1302 (H.B. 3142), Acts of the
83rd Legislature, Regular Session, 2013, is amended to conform to
Chapter 1387 (H.B. 48), Acts of the 83rd Legislature, Regular
Session, 2013, to read as follows:
(a) The director by rule shall establish minimum standards
for handgun proficiency and shall develop a course to teach handgun
proficiency and examinations to measure handgun proficiency. The
course to teach handgun proficiency is required for each person who
seeks to obtain [or renew](stricken thru on the doc) a license and must contain training
sessions divided into two parts.
One part of the course must be
classroom instruction and the other part must be range instruction
and an actual demonstration by the applicant of the applicant's
ability to safely and proficiently use a handgun. An applicant must
be able to demonstrate, at a minimum, the degree of proficiency that
is required to effectively operate a handgun of .32 caliber or
above. The department shall distribute the standards, course
requirements, and examinations on request to any qualified handgun
instructor.(note: the word 'renew' in brackets, is stricken through on the doc, but my computer did not pick up on the strike thru)

Thx. This is what I wanted when I made the original post. There are many errors in the Q&A area and my post of 411.188 is from the DPS website, so they have some "catchin up" to do.
