I would have to ask if the employer owns the building or is just one of many tenants? The quote from the labor code above only applies to employers and does not address the issue of a building that is not owned, or leased in entirety, by the employer. I just stumbled on these this morning and i'm just drooling all over them. I'm a huge fan of these old black powder pistols and long have contemplated buying one just because, i'm also a huuuge DIY fan.

Here's a tip I learned. Use water based paint and thin it out to the consistency of milk. Use a toothpick to drip small drops into the roll marks. The thin paint fills the lettering evenly and almost automatically.
