How are these people getting new accounts but legit new members cannot and old members can't get passwords reset?

I use a VPN. Regularly, I cannot log onto this forum because of it, even after I turn it off. I have gotten a "forbidden" message. Perhaps others are having the same problem and it is limiting the participation.


When I use a VPN to get here, I usually get a "permanently banned" message.
