Yes, Texas does non-resident CHL. Welcome to the forum. I think this issue may need to be addressed by the legislature. I have a vague memory of reading about a court case out of San Antonio (probate court) where the appeals court ruled that gender was based on genetics at birth. It was tied into whether a marriage was valid if it was between a male and a female who had gender reassignment surgery. I have sincere doubts that the Texas administrative offices will be willing to tackle this issue without the legislature getting involved, especially based on their reactions to the SCOTUS decision on marriage.
On the bright side, I think most police officers are going to be a little more accepting of the gender on the CHL not matching you if they see it. They are probably going to be much more interested in whatever made them come into contact with you to begin with (traffic stop or the bad luck of a shooting). I know there are still a few old dinosaurs out there working that will look for an excuse to harass you, but I hope that number is small and dropping.

Yes, I've had a non resident CHL. You can apply for one. Just need to take the course in TX and you also need to do the fingerprints in TX. You also need to submit a photograph and photo holder (I guess I'll be doing that again).
I had it before I moved to NC. I have a permit in NC now but I like the CHL as a backup. Plus if I decide to move to TX it would come in handy. :)
I'm still waiting on DPS, they apparently take weeks to respond to the secure message form. I may just give them a call instead.

Currently, the law in TX for a TX resident is that a judge has to order the gender change. For some places (Austin, for example) it is routine. Some it is not. Some judges just don't like us based on their personal beliefs and interpretation of the law and I think that is sad and they have the power to deny us like that.
BUT I know it is possible for sure as I've had friends in TX change their DL, some from M to F some from F to M. Birth certificates in TX can only be amended.
You never can tell. I had my passport as M before I had surgery (and that isn't even required these days). I traveled to Thailand and it caused no end of problems. TSA just did not know what to do with me as I pinged the security scanner in the wrong places. This was a few years ago before the TSA was educated about us. With law enforcement I would also like to have my Ts crossed and Is dotted. I finally got my answer from DPS.
To change your name on your Concealed Handgun License you will need to submit the following four items by mail:
1. Request to Update, Replace or Modify a Concealed Handgun License (CHL-70)
2. Photo Holder/ID Signature (CHL-6) photos not required
3. Copy of the court documents supporting the name change & gender change
4. $25 fee in the form of a check or money order made payable to Texas DPS
5. A copy of the front of your new driver’s license with the gender change updated.
Mail all the completed documents to:
Texas Department of Public Safety
Concealed Handgun Licensing Program, MSC 0245
PO Box 4087
Austin, TX 78773-0245
If you are in the Austin area, you can drop off your documents in person through our drop box located at:
108 Denson Rd Austin, TX 78752
