New CHL Application forms and Packets

DPS is still processing requests for application packets, but instructors should reconsider ordering at this time.

DPS will soon release a new, simplified CHL Application and it will be available on the DPS website. When this new application is available online, instructors will be able to download every form required for their students to apply for their Texas CHL.

It is still highly recommended that applicants apply online, rather than submitting a paper application.

Are you sure they weren't speaking about fingerprints? I read that after March 1, 2011 only electronic fingerprints will be accepted.
