I am at a complete loss for words - please help

A man shouted from his balcony as he videoed the Munich terrorist who lured children to their death at McDonald's

He is being investigated by the police for making insulting comments to harm the reputation of the dead or something that stupid.

Here it is:
Weinzierl suggested they could include “insults to the detriment of the Dead.”

The terrorist shot him self to death, so he is the Dead.

The guy should be given a medal for distracting the shooter thus reducing the number of victims.

Germany is a sovereign nation and can enforce their laws however they see fit. That said, we shouldn't have diplomatic relations with a country that sees fit to prosecute someone for doing that.
I am not a lawyer, nor have I played one on TV, nor did I stay at a Holiday Inn Express last night, nor should anything I say be taken as legal advice. If it is important that any information be accurate, do not use me as the only source.
