Connecticut Pistol Permit Question
Does a person who in the past was not able to get license because of felonies, but has received an Absolute and Unconditional Pardon by the Governor has his rights to bear arms restored?

Connecticut doesn't really believe in RKBA, period. It isn't a shall issue state, meaning that you can be denied a permit for any reason the authorities see fit...It doesn't have to be for cause.
So, you can try to get a permit there (I found the steps here) but there are no guarantees, regardless of your specific circumstance.
