This article says that there are 8 injured, and that one suspect was shot and killed. The initial report was that he was shot by a concealed carry holder, but later it was relayed that the supect was shot by an off-duty police officer.

His motivation is still a mystery according the St. Cloud police chief.

Yes but in Minnesota, this does not necessarily rise to a criminal offense for a licensee.

For an off duty cop in Texas they would have been exempt from the rules. This, of course, because of Texas' century long tradition of unabridged respect for private property owners/managers... /sarc
