Eligible to take CHL class?

Hello,

I am planning to take a CHL class next month. I am a US permanent resident (have my greencard), lived in texas for 11 years now. Would I be eligible to take the class and get the license?

After I get my license, do I still have to go through background check when I buy a gun? The last time I bought a gun, I have to show my utility bills and took a couple hours to get approval.

Lastly, I am in NW Houston. Any recommendations on CHL class/instructor?

I'm not an expert on the topic, but if you're a permanent resident and you can buy a firearm, I believe you can get your CHL.

And yes, your CHL would allow you to bypass the NICS check when buying a firearm at most dealers (there are a few who insist on doing the NICS check anyway, but I don't buy from them).

I can't give a recommendation on an instructor in your part of town, but there are several here on the board and I'm sure they can help you out with either a recommendation or info on one of their classes.

You can expect an FFL dealer to still request proof of residence over the past 90 days.

I found that out the hard way. Saw a great deal on a used gun, started doing the paperwork, and was then asked for proof of residency. I was taken back, since I thought the CHL was all I needed now. The dealer insisted that he needed proof of residency still, and since I didn't bring any pay stubs or utility bills with me, I had him tear up the paperwork and I stomped away rather mad... and after I cooled off I realized that the man was right, and I hope I didn't make too much of a fool of myself.

You should have no problems getting a CHL, provided there's nothing that disqualifies you. The only thing extra I had to send in was a photo copy of my Permanent Resident card.

Wouldn't it then say, "Non-resident" in some form or fashion?

I suppose it might, and of course the address on it wouldn't be a Texas address...
But what really matters is that the FFL's records must show that the permanent resident buyer was eligible for the purchase (residency in the state for atleast 90 days being one of the requirements).
I don't know if it would be possible for a person to move to Texas, apply for and get a CHL in hand within 90 days, but FFL's don't play games with BATFE requirements.

I do not see why it would be any different then college admissions. Look at that little number next to yrou picture. The first part reflects the date of application. You applied under the pains and penalties of perjury. It proves address and length of time, same as a DL. In fact, more so then a DL because of the whole perjury thing. I think it would be sifficient. Again, something someone will have to grow the cojones to test one day.
