I have always heard that submarine duty is as stressful as it comes. Maybe it got to him somehow. Especially during dry docking. I hated drydocking. I can’t recall it ever making me want to shoot anyone or suck on my 45.

Used before the Captain's Mast hearing. Officers will do a XOI to hear evidence and decide if the charges should be brought up. Kind of like a civilian grand jury hearing.
