
When I applied for my Ohio CHL, if you lived in Ohio for less than 5 years, you had to pay the extra $40 for a federal background check. The federal check takes 3 weeks.
The license is issued by the county or adjactent county that you reside in. If you have lived in Ohio for more than 5 years, the issue turn around is as little as 2 days (pro counties), they have 60 days legally and some counties take that long (but mainly in the large anti counties).
