I was in Texarkan last night on business and crossed the stateline to eat dinner. When I got back to the hotel room I read AR's laws. There is no carry in any place that serves alcohol period.
At least that is the way I read the law.

Nope, that's out of date. Depending on where you ate, you could have still been in violation. AR law defines restaurant as a place that is capable of serving/seating at least 50 people.
On our trip to AR back in August, I ate at a wonderful, but small, Italian restaurant where I had to ask about their seating capacity. It was 56, so I was legal to carry.
