FFL holding guns and suppresor

A friend has a situation where he had two guns and a suppressor shipped to a FFL, items were delivered to the FFL in January and he won’t release them. Keeps saying they’re not ready.
What legal steps/recourse can he take to get his purchases from the FFL?

More info obtained...he provided the two guns and suppressor to this FFL who also builds custom ammo loads. That was the reason for the FFL having possession of the guns and suppressor - building custom ammo load. Apparently the guy has been stringing him along since January on creating the custom loads and building a 100 rounds of ammo.
He does have copy of his tax stamp in hand.

Sounds like theft by conversion. He should call the police!
