None of this is new to us, but just for your information, I received this feedback in an email from Rep. Madden's office:
12 temporary staff were brought in by DPS at the beginning of the year to compensate for the volume of applications (over the 12 year life of our concealed carry law in Tx., on average, 68,479 CHLs are processed a year, but in the first 4 months of this year, 40,545 applications were submitted, of which 4,151 are pending past the statutory time frame) with regular staff being required to work overtime, and still they are behind, but their funding for the biennium was established under the 2007 budget to cover both '08 (Sept. 1 is the start of the fiscal year) up through August 31, 2009, so unless they (DPS) can dredge up funding from some other acct. balance or dept. operating budget, they are not able to hire more staff without an emergency/supplemental appropriation action by a special group which has the authority to spend money.

$140 * 40,545 = $5,676,300. Times 3(for a total of 12 months) = $17,028,900. Where the heck is that money going?

I would say the average amount paid per application is much less than $140, maybe $60-$80 or so.
